Lien Check Manitoba: Three Checks to Run

For a lien check, Manitoba buyers search the Personal Property Registry, run through Teranet Manitoba, using the vehicle's serial number, and the result shows whether a creditor has registered a security interest (a lien) against it. Do that first, then read a CARFAX Canada report and ask Manitoba Public Insurance what its own records show, and pair all three with the safety inspection explained in our guide to the Manitoba Certificate of Inspection for a used vehicle.

Picture a three quarter ton parked at the end of a farm lane near Gladstone, or a half ton in a Winnipeg driveway with a sign in the window. The seller seems straight, the price looks right, and the paperwork is a folded registration card. None of that tells you whether a lender still has a claim on the truck, whether it was ever written off, or where it lived before it came to Manitoba. Each check below answers one of those questions, whether the truck is in a stranger's yard or on our used truck inventory in Portage la Prairie.

Key Takeaways

  • Run the lien search first. The Personal Property Registry is searched by serial number, which on a truck is the VIN. Teranet Manitoba says no account is needed to search online, and a fee applies to each search.
  • The seller must be the legal owner. Manitoba Public Insurance says only the legal owner can sell a vehicle, and the legal owner's name is on the right side of the registration card.
  • CARFAX Canada has two kinds of report. Only the version sold with a lien check includes a lien search, and CARFAX Canada says there may be information about a vehicle that was never reported to it.
  • MPI covers Manitoba. The Transfer of Ownership Document shows write off status, and MPI can only confirm write offs in Manitoba.
  • Dealers and private sellers are held to different rules. MPI says a private seller does not have the same disclosure requirements as a dealer.

The Three Checks at a Glance

Each check needs something different from you and the seller, and the table below sets them side by side.

Check One: The Lien Search in the Personal Property Registry

In Teranet Manitoba's words, the Personal Property Registry is "an electronic registry where creditors register notices of a security interest (a lien) in personal property." A lender that finances a truck can register that kind of notice against it, which is why the search comes before the handshake.

Teranet Manitoba answers the private buyer's question directly: "Anyone can search the registry to see if a security interest has been registered affecting the personal property they intend to buy or accept as collateral."

What the Search Needs

A vehicle is searched by its serial number, and on a truck the serial number to use is the 17 character VIN. Read it yourself off the truck rather than from the ad, because one wrong character searches a different vehicle. Our guide to reading a Ram or Jeep VIN shows where the dash plate and the door label sit and what the characters mean.

Teranet Manitoba says you don't need an account to search online, and its Personal Property Registry online service takes Visa and Mastercard. A fee applies to each search; the current amount is on Teranet Manitoba's Personal Property Registry fee schedule.

When the Search Finds a Registration

Our advice: if the search returns a registration, stop before any money changes hands. Ask the seller for written confirmation from the lender that the loan is paid out and the registration discharged, then search the VIN again yourself. Run the search as close to the day of the sale as you can, since a new registration could be made after the day you first looked.

Make Sure the Seller Is the Legal Owner

Manitoba Public Insurance puts it plainly: "You should always check to see if anyone else, other than the legal owner, has a financial interest in the vehicle." MPI also says "The legal owner is the individual who actually owns the vehicle. Only he or she can sell it."

The registered owner and the legal owner are not always the same person. MPI says the legal owner's name is on the right side of the registration card and the registered owner's name is on the left. Match the name on the right side to the person selling you the truck.

Check Two: The CARFAX Canada Report

CARFAX Canada sells more than one report, and the difference matters for a lien check. It describes its Vehicle History Report + Lien Check as "Our most detailed vehicle history report," including accident or damage history, registration and branding details from Canada (excluding the Northwest Territories) and the U.S., a stolen vehicle check and a guaranteed Canadian lien search. Its plain Vehicle History Report, in CARFAX Canada's own words, "does not offer lien information."

That reach beyond Manitoba is the point. Manitoba Public Insurance itself suggests buyers "Consider purchasing an independent vehicle history report to confirm the vehicle's history within and outside of Manitoba." A truck that spent years in Saskatchewan or came up from North Dakota has a past a Manitoba record may not show.

Read the report knowing its limit. CARFAX Canada says: "As extensive as our data network is, there may be other information about this vehicle that has not been reported to us." It recommends a vehicle history report, a thorough test drive and an inspection by a qualified mechanic or auto technician before you buy.

Check Three: What Manitoba Public Insurance Can Tell You

The Transfer of Ownership Document. MPI's advice: "Ask the owner to show you the Transfer of Ownership Document (TOD) for the vehicle before you buy it. The TOD will indicate if the vehicle was formerly written off and rebuilt, or if it is currently a write off." MPI also notes that it can only confirm whether a vehicle was written off in Manitoba.

Claims and registration history. The Government of Manitoba's forms listing carries MPI's Vehicle History Search Form, described this way: "This form is used by customers to request information about a vehicle including previous claims history (total losses and vehicle damage) and registration/ownership history." The listing does not say whether a buyer can request it on a truck they do not yet own, or whether a fee applies, so ask Manitoba Public Insurance before you count on it for a private purchase.

Buying Privately Versus Buying From a Dealer

The three checks matter most in a private sale, and MPI explains why: "Dealers are required under Manitoba law to fully disclose information pertaining to a vehicle's history. A private seller does not have the same requirements to disclose information." In a private sale, the checking falls to you. On the same page, MPI tells a seller to either provide the buyer with a valid Certificate of Inspection or let the buyer know the vehicle will need to be inspected before it can be registered and insured. Our service department does Manitoba safety inspections, and you can book a Manitoba safety inspection with our service team.

At Dunn Ram Trucks in Portage la Prairie, reconditioning on our used vehicles includes passing the Manitoba safety inspection and our 85 point certified inspection checklist. Our Dunn Certified Pre-Owned vehicles are under 8 years and under 160,000 km, and the program includes makes outside the Stellantis brands. For the history paperwork on a particular truck, ask our team what comes with it before you sign. You can browse our used inventory from anywhere in Manitoba, and apply for financing online; any approval, rate or term is on approved credit.

If the truck you drive now still has a loan on it, we take trades with money still owing; the balance is handled as part of the deal. If the vehicle is worth less than what is owed, the difference still has to be paid, or it may be added to the amount financed on a new loan, increasing the amount borrowed and potentially the total cost of borrowing. You can see what your current truck is worth before you decide.

FAQs

How do I do a lien check in Manitoba?

Search the Personal Property Registry by the vehicle's serial number, which on a truck is the 17 character VIN. Teranet Manitoba runs the registry's online service, says no account is needed to search online, and charges a fee for each search, listed on its current fee schedule.

Does a CARFAX Canada report show liens?

Only the version sold with a lien check does. CARFAX Canada describes its Vehicle History Report + Lien Check as including a guaranteed Canadian lien search, and says its plain Vehicle History Report does not offer lien information.

Can MPI tell me if a used truck was written off?

Yes, for Manitoba. Manitoba Public Insurance says the Transfer of Ownership Document shows whether a vehicle was formerly written off and rebuilt or is currently a write off, and notes that it can only confirm write offs in Manitoba. Ask the seller to show you the document before you buy.

Who can sell a used vehicle in Manitoba?

The legal owner. Manitoba Public Insurance says only the legal owner can sell the vehicle, and that the legal owner and the registered owner are not always the same person. The legal owner's name is on the right side of the registration card.

Does a private seller have to disclose a truck's history in Manitoba?

Not to the same standard as a dealer. Manitoba Public Insurance says dealers are required under Manitoba law to fully disclose information about a vehicle's history, and that a private seller does not have the same requirements.

What reconditioning does Dunn Ram Trucks do on used vehicles?

Our used vehicles pass the Manitoba safety inspection and our 85 point certified inspection checklist as part of reconditioning. For the history paperwork on a particular truck, ask our team.

The Bottom Line

A lien check in Manitoba starts with a serial number search of the Personal Property Registry, and it is only one of three checks. Add a CARFAX Canada report for the truck's life across Canada and the U.S., then the Transfer of Ownership Document and MPI's own records for Manitoba, and confirm the person selling is the legal owner on the right side of the registration card.
