It is not. In Manitoba the customer chooses the shop. Manitoba Public Insurance's own guidance says that when you have a claim, it is important to take your vehicle to an MPI accredited repair shop of your choice, and their repair process page repeats it: once your estimate is complete, you can make an appointment at the accredited repair shop of your choice to have the damage repaired. The reason the bar exists is that vehicles got complicated. A modern truck is a mix of steels of different strengths, aluminum panels, adhesives, crash structures designed to fold in a specific sequence, and a set of cameras and sensors that have to be aimed correctly afterward to work at all. Repairing that properly is not the same trade it was twenty years ago.

MPI is direct about the other side of it too. They recommend against repairing your vehicle yourself, or having it repaired at a facility that is not MPI accredited to do the work, because repairs are complex and may require specialized tooling, training and equipment to return the vehicle to manufacturer standards.

There is one more layer worth knowing. MPI notes that repairs to vehicles requiring specialized processes, such as those with complex materials, may need to be completed by an Original Equipment Manufacturer certified or qualified facility. If your vehicle is in that category, ask the question directly and ask it early, because it narrows the field.

Searching your own year, make and model matters, because the results are filtered to shops qualified to repair that vehicle rather than every shop in the region.

A few notes on reading the results.

The legend distinguishes between Direct Repair shops, which are eligible to do vehicle damage estimates under MPI's Direct Repair program, and accredited body shops generally. Those are two different things and it is easy to conflate them. MPI is explicit that not all repair shops are eligible to perform vehicle damage estimates. We are both, so if you want the estimate and the repair in one place, look for the Direct Repair marker on the map and not just the accreditation.

The locator also has separate directories for specialized work such as paintless dent repair, commercial vehicles, recreational vehicles and motorcycles. A shop that is right for a hail damaged half ton is not automatically the right shop for a fifth wheel.

And if you want to use a repairer who is not on the accredited list, MPI's instruction is to contact your adjuster for further instructions rather than simply booking it in. That is not a prohibition. It is a different process, and going about it in the wrong order is how people end up in an argument they did not need to have.

If the vehicle is not driveable, say so early. Where it gets towed to is not necessarily where it gets repaired, and a truck sitting in the wrong yard is a week you do not get back.
